Selectboard

Selectboard meetings are held at the Meeting House and online via zoom / phone at 5:30pm on the 1st & 3rd Mondays of the month. Special Selectboard meetings are warned in advance.

The public is welcome to attend– you can find the link and phone number at the end of the agenda. Please mute your microphone when not speaking.

The Selectboard also meets as part of the Board of Health, Board of Civil Authority and Board of Abatement. These boards meet as needed.

Annual Town Meeting

Town Meeting is a cornerstone of Vermont's tradition of citizen-driven direct democracy. Windham’s Annual Town Meeting is generally held at 10am on the 1st Tuesday in March at the Meeting House. All Windham residents are welcome and encouraged to attend. The Annual Town Report is prepared by the Town Auditors and other officials to inform voters of the budget and current issues so they can come prepared with questions and concerns. Residents receive the Annual Town Report by mail and are encouraged to bring their copy to Town Meeting.

Planning Commission & Zoning Board of Adjustment

The Planning Commission prepares and revises the Town Plan and Zoning Regulations. They bring a long-term perspective to Town decision making, especially concerning land use & development, economic development, infrastructure and transportation. The Zoning Board enforces the Zoning Regulations by reviewing zoning permit applications and appeals.

Meetings & Minutes: Planning Commission meetings are typically held the 2nd Monday at 6:30pm at the Meeting House and online (link found in agenda). The Zoning Board meets adjacent to regular planning commission meetings as needed.

Energy Committee

The Windham Energy Committee is composed of volunteers who are committed to helping residents and the town, in general, reduce energy consumption, improve energy efficiency, lower energy costs and, where feasible, transition to renewable sources of energy.  The committee has helped conduct energy audits of public buildings, organized numerous community-builds of Window Dressers storm window inserts, organized several energy fairs and identified dozens of potential solar sites in town. Volunteers are always welcome.

Windham Meeting House Committee

The Windham Meeting House Committee is dedicated to the preservation and use of the Windham Meeting House. It’s an important asset to Windham, where Town Meeting, committee meetings, and community gatherings take place. The committee organizes community events, schedules improvements and oversees rentals.

Capital Planning Committee

This Committee ensures the Town of Windham is well-prepared for the future by developing and maintaining a comprehensive Capital Improvement Plan (CIP) and strategic asset management structure. This advisory committee is responsible for forward-thinking investment in town infrastructure and resources that balances affordability with long-term resilience.

Operations & Maintenance Committee

This Committee ensures Windham’s public buildings and assets remain safe, functional, and well-maintained through proactive oversight and maintenance planning. This advisory committee plays a vital role in preserving town investments and minimizing emergency repairs. To oversee the maintenance and operational needs of all town-owned properties, ensuring safety, functionality, and preservation of assets through regular inspections, upkeep, and repairs. Regularly communicates with the Community Spaces and Activities Committee and Capital Planning Committee, identifying projected future needs and projects.

Community Spaces & Activities Committee

This Committee is dedicated to stewarding the use of Windham’s gathering spaces and shared community resources in a manner that fosters authentic connection, creativity, wellness, and shared pride in our town. The Committee will manage and coordinate programs, events, and facility usage across Windham’s public spaces. Through inclusive, accessible, and diverse activities, the committee aims to nurture a strong sense of belonging and mutual care. We promote community engagement by supporting locally driven programming, encouraging creative use of space, and fostering collaboration between individuals, families, organizations, and the town itself.

Cemetery Commissions

There are Cemetery Commissions for Windham Center Cemetery, North Windham Cemetery, and West Windham Cemetery. These commissions are responsible for overseeing the care and management of Windham’s historic cemeteries.

Cemetery Plot Purchase Policy

Windham Community Organization

The Windham Community Organization is a non-profit established to (1) Assist Windham area residents in times of need, by providing financial and other assistance. (2) To provide the community with information and education about resources and town activities and government that foster active involvement in the affairs of the community. (3) To conduct community events that promote connections among Windham residents and a spirit of community.

West River Education District (WRED)

Windham is part of the West River Education District (WRED) and the greater Windham Central Supervisory Union (WCSU). 

Meetings & Minutes: WRED School Board meetings are held every second Monday at Leland and Gray High School in the Library at 7:00 PM. The public is welcome to attend.
